Executive Summary:
Historic conflicts, corruption, and insurgency restricted the role of lawful non-state actors (NSAs); however, due to progress in political and economic reform Mali is likely to experience a moderate increase in the role of lawful NSAs Moderate_Inc.jpgover the next five years. In the early 1990s northeastern Mali was inflamed with insurgency in the Taureg and Arab communities. By the mid-1990s the situation was largely resolved. When limited hostilities resumed in 2006 the government, demonstrating its evolving diplomatic abilities, reacted with measured restraint and compromise effectively avoiding the resumption of full scale insurgent activity. Further political reforms have expanded the base of popular representation to include areas formerly unrepresented in policy. As Mali's international representation continues to improve more international corporations are likely to gain confidence in Malian business opportunities. Due to President Toure guided reforms the economic climate of Mali is improving, economic liberalization is increasing, poverty is declining, and the number and influence of Government-Sanctioned roles are on the increase.
